He is the founder of Capsule Corporation and the inventor of the Hoi-Poi Capsules, which can shrink inanimate objects to pocket-sized capsules. Dr. Briefs is easy-going and friendly, rarely leaving his home even when faced with imminent danger, such as during the Buu Saga, where he and his wife refused to leave their pets despite Capsule Corp. being targeted for destruction, knowing they could always be wished back. Often found tinkering with complex gadgets, he is usually surrounded by his beloved pets, with his favorite being a small black cat named "Tama" in the original anime and "Scratch" in the FUNimation dub.
