Angol Moa is known as the "King of Terror," characterized by her ditzy and insecure nature due to her impact from space. Sent to Earth in July 1999 to fulfill a prophecy by Nostradamus about Earth's destruction, she was acting under her father's orders. She mentions that she instructed Nostradamus to warn humanity of her impending arrival. In the anime, she arrives 500 years early and takes a nap in orbit until waking up in 2004, five years too late. In the manga, she lands near Fuyuki, while in the anime, she lands on Giroro's tent. In both versions, she is taken into the Hinata household where Natsumi nurses her back to health.
Upon regaining consciousness, Angol Moa reveals her true form and begins to destroy Earth. However, Keroro, who arrives later, is persuaded by Fuyuki to stop her. The Angols use what appears to be magical weapons to destroy planets. Her weapon, the "Lucifer Spear," functions like a cellphone when not in use. During her attack, "Hellmageddon," the Lucifer Spear transforms into a golden staff with a crescent moon on one end and a meteor on the other. She uses the meteor end to initiate Hellmageddon.
Angol Moa is close friends with Keroro, whom she calls "oji-sama" (meaning "uncle"). Whenever someone hits Keroro, she transforms and uses a less powerful version of Hellmageddon, often catching others, including Keroro, in the blast. Tamama frequently competes with her for Keroro's attention and affection. Her transformation sequences, stylized costume, and accessories parody the magical girl genre. In her Pekopon form, she wears a hair clip shaped like the Science Patrol's Ryuusei-mark in the anime, contrasting with the Ultra Garrison-mark hair clip of the girl whose appearance she borrowed.
Her name is often used in puns related to the Japanese phrase "moe-moe," typically referring to a cute girl appealing to older audience members. To blend in with Earthlings, Mois transforms into a tanned, bleached-blonde teenage kogal, always seen in a school uniform and loose socks. Her true form is a pale, gray-haired girl wearing a purple-and-white magical girl costume. Despite being the King of Terror, she is anything but terrifying. Sweet, clumsy, and peppy, she can be scary in her Angol form, using her Lucifer Spear to split the Earth.
She adopted her Earth appearance after arriving in 1999 (2004 in the anime) before meeting the Hinatas. In the anime, she saw a teenage girl named Masami beating up thugs to protect her friends and decided to emulate her courage. In the manga, she saw a girl assert herself and chose that appearance following her father’s advice to think only of herself during her mission.
