If there is one good thing about aggregators, it's that they keep a backup of original translations even if they are taken down by a company like Qidian. Especially important when Qidian takes down a translation without actually starting it themselves.
As for translation, I'd say it would be as simple as encouraging more diverse languages on NU. I could translate Russian, but don't because I doubt many, if any, people would even know I was doing so.
Setting up translation internship groups, where people who want to learn work with people who know the language well, would also help encourage more people to translate, along with keeping the quality up despite the new translators. It can be pretty discouraging for someone who wants to learn to translate to have people berate them for their poor quality, just as it is a pain to read such translations.
