Yeah, Uryuu is so weak that he was ONLY ONE in SS arc to truly defeat a captain without any real problems.
I guess using his last resort technique, which even costed him his quincy powers(and he thought that that effect will be permanent) wasn't "the real problem".
The glove Ishida used to be in his final form is simply a shortcut.
Basically this is what Ishida's maximum strength is. Whether he would train enough in his life to attain it without the gloves or not, it is the strongest he will be able to get by himself. It is akin to the limit of the shinigami Aizen spoke of, the glove similarly give it's user a power nearing the limit of the quincy powers in exchange for losing his power afterward.
We haven't seen Ishida for a long while (More than half a year in Bleach timeline), if he trained and reach a permanent form similar to what he did with the gloves but without the glove, he will be a formidable opponent.
That is without counting the power that Bach will give him as well which will increase Ishida's strength higher than his limit.
