So let me get this straight.
It took 23+ years just to get "HERE"? Well at least it happened within our lifetime! :D
They did do it in the anime if I recall, but then again, the anime isn't very canon anyway.
You are wrong, sir. :P They did not do it in the anime, all there was was a peck in the Keichi's cheek from Belldandy, but that's that. The funny thing is, that they actually did kiss in the original manga... TWICE (I will search for them if you want proof)! But both kisses were in the very early chapters 20 years ago, and Fujishima supposedly said himself that he could have not imagine manga spawning for so long and did the kissing way to early.
And this is why they didn't kiss in the anime - Fujishima actually used the newest anime adaptations to correct his mistakes - the proof being Keichi's reaction to this sudden kiss in this chapter - he reacted to it like it was the very first kiss they ever shared. :D
To be honest I expected a bit more romantic/dramatical setting for this long awaited kiss, but heck, IT FINALLY HAPPENED HURRAY! :D I can imagine some old reader actually reading it from the very start for the 23 years breaking into tears at this moment...
