Well,Gray could be the spy,no surprise there. Gajeel not knowing could be chalked up to the fact that the spy's identity is only known to the top brass of the council.

It actually looks like it will be better if fairy tail is not formed again. Having characters filling different roles around the world is better than just having them sitting around guild hall.
