No, she said that half her heart belonged to Zero, so half her heart also belonged to Kaname. If you compare the two, then you would have to compare them as Yuuki loving the both of them, not just one more than the other. But also, I'm in agreement with those that say she can't love them both the same, I just wanted to point this out because it seems as if Kaname fans are the main perpetrators of denying her love for Zero.
Personally, I think it is apparent that her love for Zero is more real than her love for Kaname. She admitted a couple of chapters ago that she didn't know Kaname, but knew everything about Zero, and in order to truly love someone, you have to know them for who they truly are. Yuuki loves an idealized vision in her head when it comes to Kaname, and that's not who he is. What she loves in Zero is who he really is.

What? This was the biggest development Yuuki has had in ages! Before, she was like a lifeless doll, not really doing much of anything. She was so boring, I wanted to drop the manga many times but stuck it through. This chapter showed her breaking out of her childish ways of thinking about Kaname and finally standing up against him. This was the biggest development in her character and what made me happy I stuck it through.
Also, there is a parallel between the first arc and second arc's antagonists. Shizuka/Sara and Rido/Kaname. Where Rido and Sara are pretty much easily read, Kaname and Shizuka have motives that are kept mostly hidden to the other characters.

It's sad that you see it like that. As I stated above, Yuuki loved the both of them. She pretty much settled by going with Kaname. She was always so obviously torn between the two, but Zero pushed her away [as he needed to deal with his vampire issues] and Yuuki felt pretty much obligated to go with Kaname. The way Kaname spoke to her about coming with him was pretty guilt trippy and blackmailish, if you ask me.

Ruka did that because she realized she didn't have to blindly devote herself to Kaname. She didn't do that for Zero's sake, she just realized Kaname's methods were wrong just as Yuuki did. "Like Ruka-san, I’m no longer confused."
