The art is fantastic; you should definitely read it.
Feel free to ask any questions if you need clarification.
I think part of the issue was that many of the characters (excluding Hagi and Sakurai) seemed very flat. None of Sakurai's friends received any real exploration or development. I understand it's a short manga, but I still missed the depth of a fully engaging cast of interesting characters that I often find in similar works. Even Yuushi came across as too one-dimensional, despite getting a lot of page time—it was all the same.
That being said, the two main characters, Hagi and Sakurai, were very interesting and enjoyable to read about. I just wish they had been given a bit more focus, considering the manga is ultimately about them. There were only a few cute moments between them, though those moments were undeniably adorable!
As for the art, it might not be fair for me to comment, since unfortunately, I was reading a scanlation of poor page quality for the most part, especially in the last chapter. However, the few chapters that were clear showed great promise—I love the character designs and chibi-moments. There was also one extra chapter in color, which was beautifully executed.
It's a quick enough read that if you enjoy this genre, it's definitely worth checking out, but it's not the best in its category.
<p>
My primary issue with this manga was that I could foresee its direction, and I wasn't fond of it.
In essence, if you're not keen on a storyline where the initially likable and distinctive heroine devolves into a generic, somewhat foolish character, then I wouldn't recommend this manga.

STORY 8/10
Like most shoujo mangas, there were cliches, love triangles, forbidden love, etc. But for Chocolate Cosmo, it all seemed to be tied together, with unexpected twists and a fair amount of lighthearted humor. That made reading it addictive. I rank the story an 8 out of 10 because, despite its good nature, it was still slightly over-predictable.
ART 10/10
As I've said, the artwork is truly something else. Now, it is not realistic, but it is beautiful in a way only a true contender to the phrase 'shoujo-maniac' could understand. The art made the predictable storyline bearable. (And almost made me wish Hagi was real)
CHARACTER 9/10
As far as characters go, I found each one to be memorable. With a strong leading heroine, a childish yet charming protagonist, an even more charming antagonist, and a group of well-structured friends, it made the story really come alive. I found every character to be lovable, unique, and at the same time, relatable.
ENJOYMENT 8/10
Not including the long hiatus on updates, I found that while I would instantaneously read new chapters when they were released, I didn't lose any sleep pondering when the next chapter would come out. While it did keep my attention hanging on every character's words while I was reading, once I finished the latest update, I didn't feel incomplete that there wasn't a next chapter. Hence, I'm giving it a ranking of 8. It was very enjoyable, just not great.
OVERALL 9/10
Overall, I'd recommend this to artwork-admiring fans with a fetish for handsome teachers and tangled relationships. I recommend this only to those who have patience for cliches and adore love stories, no matter how simple they turn out to be.
