1. he hasn't told them, because the more people that know about the floor system, the more people there would be that try to climb the stairs, why would you ever tell anyone something that would very obviously lead to more people trying to end your world?

2. uh... okay, so like... if the strongest guy in the world just said "hey so like, there's this interdimensional bullshit and someone I don't know that exists outside of this dimension said I'm this floor's guardian. Give me your country's most expensive artifact that probably costs like half the country's wealth"... do you really expect the world leaders to just kind of go "yea sure I trust you, you can have it for free"?
