Serana isn't exactly a weak mage. He was once the strongest wizard in all of Ishgar. He was powerful enough to defeat 4 Wizard Saints at the same time. Only Acnologia was able to truly defeat him. Gildarts doesn't count because at that time, Serena was just one of Neinhart's Historias, much weaker than his original self. However, it seems Viernes can create copies just as strong as their templates.

Natsu still has untapped potential thanks to the power Ignia lent during the Mercphobia battle. While still being new to that power, Natsu overpowered Mercphobia and Aldoron's lead God Seed. Sure, they were depowered at those times, but again, Natsu is still new to this power.
