    Baryon mode burned through ALL of Kurama's chakra in Naruto, effectively causing his "true death", dispersing his chakra to nature. At that point, it would reform, but not within Naruto. However, since Himawari has a sliver of Kurama's chakra (not enough for his "will" but enough to cause whisker marks), she was like a magnet for the dispersed chakra to reform within her. Boruto would also have sufficed, but Himiwari has a much higher affinity -- she even loved Kuruma since birth, so her chakra is the most compatible. Judging by his size, he's only partially reformed, so she'll get MUCH stronger as the dispersed chakra returns. Here's another angle: While Naruto was a jinchuriki since birth, Himawari has had a small bit of Kurama's chakra (normally poisonous to anyone not an Uzumaki), so she has a natural tolerance -- as does Boruto.
