Naruto lost the title of both power underdog and social underdog in the chunin exams. The main theme of this story isn't an underdog story, nor is it hard work vs talent or hard work beats talent. Its a story about dealing with hatred.
Naruto and Sasuke being reincarnates was foreshadowed at the end of Naruto vs Sasuke part 1, and then later in the 5KS arc.
Indra and Ashura started the cycle of violence which resulted in the multitude of wars and infrastructure of the Ninja World in the current day. Naruto being the child of prophecy, is the one who stops the cycle, by not killing the other reincarnate, aka Sasuke, but instead making an alliance with him, through his own choice, not a choice which was forced upon him.
