This is not an issue specific to comics as I find it is much worse in books. This is clearly a consideration when volume releases give a recap of the events so far and the dramatis personae (though I believe this is also partly to enable folks to pick up a series mid-way). Maybe you are correct and that if this were a truly great series a character worth mentioning in passing would be memorable on their own merits. One Piece being weekly though has an advantage in that I am more regularly engaging with it and reactivating the portion of my brain dedicated to its memory.

For its part, One Piece did little character refreshers for the Levely arc (AKA Reverie) to summarize the arcs those reappearing characters first appear in, despite those characters all being memorable. I just think it is considerate of your audience to keep both die hard fans and casual readers on the same page. As a creator you want everyone to have the best experience engaging with your work.
