If he didn't, he'd kick him out. The dude barely does anything, and when he does, he makes things worse. And yet, he still consumes resources (on top of being a walking political minefield that almost started TWO wars since getting freed from his prison).

The way I see the portrayal is that he is basically a normal dude that want to have an easy but is misunderstood as a straight up saint.
It's not that he is a scumbag, it's just that he is a pragmatic neutral with an ability that makes easy to help and heal people instead of a saint that people claim he is.
