    It's not hard of a stretch. Naruto was "nearly" perfect, but Kuruma was out of control back then, and Naruto had a powerful seal placed on him to prevent Kurama's chakra from being fully accessible.

    Both Boruto and Himawari have the telltale Kurama chakra "whiskers" on their face, signifying that they both have Kurama chakra inside them (the "spark"). But neither have had to deal with a seal, so that chakra has been mixed with theirs since birth as well. Both have higher than average chakra reserves. Also, Kurama is no longer out of control. Himawari was probably chosen as the new host due to her love of him her whole life. Boruto doesn't have the same level of respect for Kurama. In other words, if Naruto hadn't needed to seal to help him "tame" Kurama, he would likely have been far more powerful than he became.
