Asian languages often don't differentiate between L and R consistently.  Korean and Japanese both utilize consonents that are somewhere in between the typical English "L" and "R" sounds.  In Japanese, it often comes down to a matter of stylistic choice when determining which to use in a proper name, so unless the author expresses a specific preference, or it's a well-known "real" western name (instead of pseudo-western as is so common in fantasy) romanizing it either way can usually be considered correct.  The Korean rieul character can be a little more consistent in its pronunciation rules depending on where it occurs within the word, but for English-like names it can still be ambiguous.
