2a. He doesnt. As far as we know the entire world is done for. Falconia and the Kushan Empire are some of the only havens on earth now , which was ofc part of Griffiths plan.
b. He may know something we dont yet. Or maybe he jsut wants to conquer as theres no point in NOT doing so.
c. Because the Kushan are the only known Civilisation or empire thats left.
