What @r4physics speaks of is global truth - meaning objective truth; pure facts and understanding that anyone can get behind. Whereas, in the example @AKxKARMA gave about the criminals, in the cases where its not used as an excuse (especially in cases of multiple offenses) - that more so is about their personal truth = the subjective truth - "Their Truth" that filled to the brim with their biased outlook on the world that few can go through but still have to pay for.
Honestly, I think the norm is understanding how the world and life works, swimming, manipulating yourself and surroundings to use that current to get to where you need to rather than going against it. Hence, those kinds of people have to relearn and sort out their psychological issues to get them back on track. Some might find it in religion, hobbies, new businesses and opportunities but 8/10 times old habits and life make it difficult to go with the flow of the world.
