What I like about them is that most of the time they are a character study. What drives people to do evil? Do they have a sense of morality or even a conscience?

Juujika no rokunin and Maria no Danzai have the same problem. They have a evil mastermind who does his deeds because of boredom and a superiority complex and underlings who are just stupidly evil.
Killing them might give us a sense of satisfaction, but at the end it's very shallow. There's no twist, there's no mystery. It's just misery.
And at the end everyone loses, even the reader for being invested in these stories.
