I don’t it will be Gods just yet, that will probably be in like a later update, most likely the lower tiered Eldritch Horrors, like the Great Old Ones, and then Cthulhu as a last boss or something ( technically, Cthulhu is not an Outer God, though close to one ). Then later doing some of the younger and weaker Outer gods like Hastur, then the Elder Gods, then all the way to the top to Azathoth, the Blind Idiot God basically the creator God, kinda, it’s debateable
