There's literally nothing else.

Like they were i.d. -ing him for alcohol or some shit. With the house its much more obvious that he would need to verify like a line of credit or whatever and verify his personage for taxation purposes. All this is to say I can kind of autistically reason out why those would require I.D.-ing people and why a sort of ad-hoc relief effort outsourced to any available adventurers- even those not registered with a guild, wouldn't need that.
