That's kinda blurry. At first the traductors thought Winter was a guy because other characters in the family and Winter himself use gender neutrality pronouns in Japanese (from what I learnt through research, I don't speak the language myself). Then through flashback and the way Ron and Ishiki talk, we understand Winter is biologically a girl, so the traductors switched pronouns in English. Lots of people in the fandom decided on non binary and I think it fits.
