Yuushun Tei formerly served as the Advisor to the Governors of Sa Province and later became the Prime Minister of Saiunkoku. He is a man in his late thirties, known for his mild demeanor and the cane he uses to walk. Despite his gentle appearance, Yuushun is regarded as both dangerous and immensely powerful. He is an adept politician with a sharp insight into political dynamics and a persuasive debating skill that even made the Merchant's Guild wary of negotiating with him. Initially introduced as one of Shuurei and Eigetsu's assistant officials in Sa Province, Yuushun was promoted by Ryuki to the role of Prime Minister, symbolized by the presentation of a feathered fan. His political maneuvers have been so impactful that they have put him at risk, leading to Seiran being assigned as his personal guard, despite Yuushun's insistence that he did not need protection. Anju Ryou mentions that Yuushun hails from a noble family whose power surpasses even that of the Ran and Kou Clans. In reality, Yuushun belongs to the Hourins, also known as the Ki clan, a secretive branch of the Kou Clan. Every few generations, a member is chosen to become the Hourin, tasked with protecting the Kou clan from its greatest threats. Before Yuushun, the previous Hourin was his great grandmother. During Ensei's tenure as governor of Sa province, Yuushun served as his assistant. When Ensei resigned and left, Yuushun stayed on as the temporary governor, performing his duties while confined in a tower for his safety from the Sa clan. Upon the appointment of Shuurei and Eigetsu as co-governors of Sa province, Yuushun lost his official status and faced potential danger, but Ensei assured them that Yuushun would be safe, even from Sakujun Sa. Yuushun first appeared as an official sent from Koren to assist Shuurei and Eigetsu, who had just arrived in Kinka. Under the alias of Official Yū Jun, he provided valuable advice to the young co-governors. Only Ensei knew his true identity, and together they worked closely to support Shuurei and Eigetsu. Yuushun ordered military forces across the province to suppress riots instigated by Chuusho Sa and to apprehend corrupt members of the Sa clan. When Shuurei and Eigetsu discovered that "his" tower had burned down, he revealed his true identity as Yuushun Tei, explaining that he was rescued by Ensei's master, who extracted him from the locked tower and left him on the streets of Kinka, where he regained consciousness the next day.
