He is the President of the Hunters' Association. Little is known about his origins or true name. It's evident that he must have been a formidable hunter to achieve the position of President. The President possesses a distinctly feminine appearance, often seen in long dresses and carrying a fan, which serves as his weapon, frequently using it to cover his mouth. Secretly, he was allied with Asato Ichijo, the head of the old Vampire Council.

He preserves his beautiful and feminine look by consuming vampire blood. Unbeknownst to him, this included Rido Kuran's blood, which inadvertently turned him into a vampire. In the anime, he meets his end at the hands of Asato, while in the manga, it is Kaien who ultimately kills him.
