Tsubame is Mei's brother and was once the leader of the Cyclops village. He fell off a cliff during a battle with Zenom operatives and was presumed dead. However, he was saved by Mishima, who helped him unlock his Cyclops third eye. Later, he reappeared as a Stea agent to confront Jio and his companions. The power of the third eye drove him to madness, leading him to attack his own sister.
In the ensuing fight against Ball and Mei, Tsubame initially had the upper hand. But Ball's clever tactics and strength, combined with Mei's newly awakened third eye, ultimately led to his defeat. In the end, Mei used a trick he had taught her—tickling his ears—to help him remember and close his third eye. He apologized to his sister and crumbled into dust.
Before turning into dust, he called out to Ball, asking him to look after Mei. He acknowledged that Ball reminded him of the importance of protecting one's little sister.
