President of the Student Council, Touga is an arrogant and handsome young man whose desire to be powerful drives him to cruel and unscrupulous deeds. Although he claims he wishes to be noble, he shows little empathy towards others, and his manipulation skills are second only to Akio's. He shares a playboy attitude and has many female conquests. He is a childhood friend of Saionji, though their relationship deteriorated at a pivotal moment in their youth that significantly impacts their personal journeys.
Toward the end of the series, however, Touga's facade of chivalry gives way to what seems like genuine concern for Utena. He subtly tries to take her place on Akio's chopping block. This could also reflect Touga's inability to see Utena as she truly is, rather than fitting her into a stereotypical feminine role. He appears to have moral objections to homosexuality, lecturing Nanami when he mistakenly believes she admitted to being a lesbian. Despite this, he has no qualms about "taking a ride" with Akio and manipulates his sister into dueling Utena during the Akio arc.
In the manga, Touga is depicted as having a more evident and definite personal love for Utena. He vows to serve her after she defeats him in their second duel and strives to protect her from the machinations of Ends of the World. In the anime, this development does not occur until much later, and Touga's concern for Utena remains ambiguous.
In the movie, Touga's significance is amplified, and his negative traits are completely removed. He is not a flirtatious, over-confident playboy but a man who sees and knows Utena and loves her. He is her childhood love and a significant figure in Utena's psyche. His apparent abandonment of Utena is the reason for her wish to become a prince. As the movie progresses, it is revealed that Touga is a ghost who died saving a young girl (Juri) while with Utena. There is also an apparent love triangle involving Utena, Juri, and Shiori, which fuels much of the conflict between them. Near the movie's end, Utena uncovers her repressed memory of his death and accepts it, allowing his spirit to vanish from Earth.
