He is the FBI director and a member of the SPK.
He assisted L in the Kira investigation by sending FBI agents to Japan, but he gave up after all the agents were killed by Kira. He was also one of Near's leading employees who helped convince the U.S. President to form the SPK.
Later, along with other members of the SPK, he was killed by the Mafia using the Death Note (by Jack Neylon under Mello's orders) to demonstrate that Mello was superior to Near.
