Shane Caxton is an American black-ops operative currently stationed in Roanapur, awaiting deployment to Indochina. Similar to Dutch, Caxton is a veteran of the Vietnam War who clings steadfastly to his moral principles. His unit, known as "Gray Fox," under orders from an NSA division, orchestrated the assassination of Garcia Lovelace's father. Consequently, he has become an adversary of the formidable Roberta, leading to confrontations that engulf the entire city of Roanapur, involving factions like the Triad, Hotel Moscow, and the Church of Violence. Despite this, Mr. Chang endeavors to evacuate Caxton and his team from Roanapur to prevent Roberta from executing them, as their deaths could spark a conflict between Roanapur’s gangs and the U.S. government. Upon encountering the Lagoon Company, Caxton instantly recognizes Dutch and says something that visibly shocks him.
It is revealed that among his peers, particularly Gray Fox’s second-in-command, Caxton is highly esteemed for his decency, integrity, and honorable conduct, embodying an ideal symbol of America within the story. In a flashback, he executed one of his subordinates in retaliation for the subordinate's sadistic murders of innocent women and children during the Vietnam War, underscoring his intolerance for such behavior. He also protects Garcia Lovelace while they are escaping from Hotel Moscow.
By the end of the arc, it appears that Caxton is killed, not by Roberta, but by Garcia himself, in an effort to halt Roberta’s destructive rampage. However, it is later disclosed that Caxton faked his own death and Garcia’s gun was loaded with blanks.
