Abrego is the leader of the Manisarela Cartel's branch in Roanapur. His reckless and cowardly actions on the island, which frequently resulted in bloodshed, disgusted other crime bosses like Balalaika and Mr. Chang. In fact, Balalaika and Hotel Moscow were planning to wage war to annihilate the cartel. However, a series of events altered those plans.
Abrego was supposed to take custody of Garcia Lovelace after his superiors in Colombia had kidnapped the young boy to blackmail his father into selling their lands to them. While waiting for the boy's arrival, he received news that a young woman in an unusual outfit was searching for him throughout Roanapur City. Accompanied by his soldiers, he cornered the woman at the Yellow Flag Bar – only to discover that she was the Lovelace family maid, Roberta – and also learned that Roberta was the infamous "Bloodhound of Florencia," former terrorist Rosarita Cisneros, when she opened fire on them with a shotgun disguised as an umbrella!
Things took a turn for the worse for Abrego when the Lagoon Company, who were escorting Garcia, entered the bar for some leisure time. After a brief skirmish with Revy – and following the Lagoon Company's hasty departure from the bar with Garcia, Roberta bid farewell to the remaining members of Abrego's men – then dropped several grenades hidden under her skirt, which exploded, destroying the bar and killing Abrego's men – but not Abrego, who was rescued by Balalaika's men. Later, Balalaika mentioned that her forces had eradicated the Manisarela Cartel in Colombia.
