Setsuna is a Shinmeiryu swordswoman from Kyoto, taken in by Eishun Konoe, Konoka's father and the leader of the Kyoto Mage Association. She is childhood friends with Konoka and serves as her protector.
At the beginning of the series, Setsuna is relatively cold towards Konoka, preferring to protect her from the shadows due to her guilt over failing to save Konoka from drowning when they were kids. However, after the Kyoto arc, she starts opening up to Konoka, addressing her as "Oujo-sama" and "Kono-chan."
Setsuna's pactio artifact, Sica Shishikushiro, is a wakizashi that she can summon and multiply at will, striking targets like missiles. Her rigorous training also makes her skilled in anti-demon arts, and she taught Negi how to create shikigami from paper.
Like Koutaro, Setsuna is a hanyou, specifically a crow. She was expelled from her people because white wings are considered a bad omen. It is implied by Evangeline that Setsuna is an albino who uses hair dye and contact lenses to appear human.
A recurring joke in the series is that Setsuna and Konoka seem to have romantic feelings for each other, but Setsuna always denies it whenever they are caught in romantic situations or questioned about her preferences.
