Chisame Hasegawa is the twenty-fifth student in her class. She is irritable, antisocial, and considers her classmates to be unintelligent and peculiar. She believes that Chachamaru and Mana do not fit into the school environment and finds it illogical for a ten-year-old like Negi to be teaching the class. Despite avoiding attention in public, Chisame transforms into Chiu, a renowned Net Idol, within the privacy of her room, focusing on cosplay. Although initially disturbed by her classmates' attraction to ten-year-old Negi, she gradually forms a close bond with him as he encourages her to engage more with reality. Upon discovering magic, she reluctantly joins Negi's group.
Chisame excels in computer skills and can easily hack into extensive databases. After forming a pactio with Negi, she acquires the artifact Sceptrum Virtuale, a heart-topped staff that enables her to enter cyberspace as a tangible realm, allowing internal system hacking. She can bring others into cyberspace while their physical bodies remain in the real world. Her virtual assistants—Kincha, Hanpe, Konnya, Chikuwafu, Negi, Daiko, and Shirataki—help her monitor and manipulate data, increasing her website's ranking. However, her pactio ability is nearly useless without internet access, and her spirits vanish when her laptop's battery runs out. Additionally, her pactio allows her to change into various Net-idol cosplay outfits, which she uses more frequently.
