"Groovy Guy" Russel is a middle-aged American working for the Florida crime syndicate that's on the hunt for Jane. He stands out due to his cowboy attire: he sports the iconic hat, boots with spurs, a revolver at his side, a bandoleer belt, along with a tan shirt and jeans. Other bounty hunters don't take him seriously because he's an outsider. Even Shenhua remarks, "Cowboy, this no Florida," implying he's out of his depth.
However, Russel's abilities prove more substantial than expected when he becomes the last bounty hunter in pursuit of Jane and faces off against Eda aboard the Lagoon. It's later revealed that he and Eda have crossed paths before in the United States, although Eda claims they've never met. Just before eliminating him, she confesses to being from the CIA.
