The Barsburg Empire's princess, Empress-to-be, and the current host of the Eye of Raphael.
Ouka believes that the Barsburg royal family is corrupt. She has no interest in the activities typically pursued by the upper class and considers dehumanizing practices like slavery to be wrong. Initially, she was reluctant to continue the royal lineage by accepting her role as the next empress. Instead, she wished to become a doctor, demonstrating her kind and empathetic nature, which is also reflected in her healing-type Zaiphon.
Ouka is kind and friendly, deeply caring about the feelings of those around her. She is courageous and forgiving, believing that every person and their life are precious. She places great importance on freedom and knows how to stand up for herself and her beliefs. Ouka also shows interest in the world beyond royalty, even being seen with a dictionary of colloquialisms.
She shares several traits with Teito: both are heirs to their respective kingdoms, bearers of the Eye of Raphael/Mikhael, and have Fyuulong dragon companions. Ouka admires Teito for his honesty and courage and considers him a close friend. She still keeps the bunny plush he gave her from District 4. They also share the same birthday (December 1st).
Ouka's original body died during an experiment involving the Eye of Raphael a few years before the Raggs War. However, Barsburg scientists had already created 47 clones, and the 7th clone, known as OR-0007, was chosen to assume the identity of the real Ouka. The Empire brainwashed the Eye of Raphael, and Ouka was used to attack and destroy the Kingdom of Raggs, though she could not remember doing it.
She was unaware that she was a clone until chapter 87. Although initially very sad upon learning this, she eventually accepted herself as she was. Later, Ea revealed that her body does contain the soul of the original Ouka, and that he had transferred her soul to one of the clones since she was not supposed to die yet.
As Teito is also a Barsburg, Ouka is related to him by blood.
