In a world where ignorance reigns supreme, one might expect a wizard to stand out for his wisdom and power. However, in Rosario's case, describing him as brain-dead would be an insult to the intellect. Rosario is the eccentric, peculiar, and, truthfully, powerless wizard/aid to The King. Despite being the sharpest among the group of incompetent villains pursuing Mink and her friends, this is not much of an achievement given Rosario's ineffectiveness. Lacking any magical abilities, Rosario tries to appear formidable by using dramatic entrances with dry ice and claiming expertise in poisons and toxins. He was tasked with capturing Mink and holding her hostage to force Ruth to surrender his wife's dragon hand to The King. However, Rosario "accidentally" shot her three times with poison darts, yet Mink survived and escaped, leading Rosario and The King to continue their chase. Rosario proposed entering Mink into the World Killer Martial Arts Tournament, but The King took all the credit. To ensure Mink's defeat, he attempted to use an ex-lax potion and a paralyzing stinger bee. The ex-lax affected Dick Saucer instead, causing him digestive issues, while the stinger bee worked but Mink's luck surpassed that of her opponent, Damaramu. Ultimately, Mink won the tournament. Despite his lack of power, Rosario's cheap, theatrical tricks might challenge Mink, if not make her laugh. Together, Rosario and The King aim to make Mink's life miserable, even at the cost of their own well-being.
