Raye Penber is an American investigator from the FBI, sent to Japan with 11 other agents to track down Kira. He was assigned to monitor the Yagami family for any suspicious activity but eventually ceased to suspect Light.
Light orchestrated a bus-jacking incident to obtain Raye's identity. Pretending that Raye was involved in the hijacking, Light convinced him to reveal his FBI identification card, which Raye did reluctantly.
A week after the bus-jacking, Light, acting as Kira, followed Raye and used him as a pawn to locate the other 11 agents. Light gave Raye an envelope containing sheets of paper taken from the Death Note. Unknowingly, Raye wrote the names of the other agents on the paper.
Light killed Raye shortly after. Before dying, Raye saw Light and realized that he was indeed Kira.
Raye was engaged to Naomi Misora, a former FBI agent, who later attempted to investigate the Kira case.
