Ratchman is the head of the Aryan Socialist Union, a neo-Nazi group active in the United States. He received an assignment from Lord Alfred, a former SS officer hiding in South America, to retrieve the painting 'The Twelve Knights led by Brunhilda' from the wreckage of U-1324, a Type IX-C submarine sunk on March 24, 1945, by a U.S. Navy patrol near its target of Batavia (now Jakarta). The task came with the promise of financial support for his organization. Interestingly, Lord Alfred also gave this same mission to the Lagoon Company as a test for Ratchman.
Ratchman is a small-minded and cowardly individual whose primary skill lies in delivering grandiose, overly emotional speeches to motivate his followers. His lack of foresight and planning became evident when Revy and Dutch attacked their ship after stealing the painting from Revy and Rock, who had entered the U-boat before the A.S.U. As the A.S.U. celebrated with a drunken party, Dutch, with significant help from Revy, caused a bloodbath among Ratchman's men.
After his men were killed, Ratchman learned from a phone call with Lord Alfred that he was merely being tested—and found wanting as a Nazi leader. Later, Ratchman was killed by Revy and Dutch when Revy offered him one of her guns. Attempting suicide, Ratchman turned the gun on Dutch only to find it unloaded.
