A parliament member who doubles as the leader of a terrorist resistance movement against the government. He serves as an undercover informant for the resistance, supplying crucial details like the IDs needed to access a military hospital. Ryu informs him about Kaneda's involvement in their plans. Nezu describes Neo-Tokyo as a decaying fruit harboring a new seed of hope within.
He is observed smirking during a meeting of the Supreme Executive Council at the Colonel's frustration. Later, amidst the Colonel's coup d'état, Nezu is seen at his estate where his aides are burning documents presumably filled with corrupt and scandalous information. As a tank crashes through the main gate, the aides commit suicide, while Nezu hurriedly packs money into a suitcase. A severely injured and dying Ryu appears, informing Nezu that their plan involving the hospital has failed. Convinced Ryu betrayed him, Nezu shoots him immediately.
Nezu tries to escape via an alley dragging his suitcase but is horrified to see Ryu, half-dead, still pursuing him. This shock triggers a heart attack. In desperation, Nezu stuffs numerous pills into his mouth, attempting to take his medication, but fails to swallow them and collapses dead.
In the manga, he appears as the mentor to Kei and Ryu, claiming to save the nation from corrupt and incompetent bureaucrats. However, it soon becomes clear that Nezu himself is equally corrupt, driven by the desire to seize power.
He later betrays Lady Miyako and other characters in his quest to control Akira. After losing Akira, he encounters Ryu in a dark corridor with the boy. Believing Ryu to be part of Lady Miyako’s group, Nezu attempts to kill him. Instead, Ryu shoots Nezu, who fakes his death only to reappear later. He then tries to shoot Akira before the Colonel can capture him but misses, fatally shooting Takashi instead. Ultimately, Nezu is killed by the Colonel's men.
