Legato was recruited by Knives following the July incident to make Vash's life a living nightmare. However, the real terror begins midway through the series. From that point onward, Legato continuously crafts a living nightmare for Vash, not only acting alone but also through his command of eleven superpowered assassins known as the Gung-Ho Guns.
Legato wields a sinister power: the ability to control others' bodies against their will.
His preferred form of poetic justice is to compel opposing gangs to shoot each other. This unique ability ultimately forces Vash to cross the line he vowed never to breach. By manipulating some villagers and aiming their guns at Meryl and Milly, Legato compelled Vash into an impossible choice: either let the girls die or take the sole action to save them... and kill him.
Legato's telekinetic powers stem from possessing Vash's left arm. When Knives severed it, it became attached to Legato. This explains why Legato can control others' bodies—a power originally belonging to Vash and Knives—and activate Vash's angel arm similarly to how Knives did in July.
It remains unclear how Vash's arm was transplanted onto Legato, given Vash is a humanoid plant and Legato is human. One might speculate that Legato could be a humanoid plant, but the series clarifies that he is human and despises himself because of it. Thus, we can only assume that Knives somehow "reconstructed" and modified Legato in some manner.
In the manga, Legato employs metal threads implanted in his brain to control others and create barriers. A notable demonstration of this ability occurs during his first encounter with Knives as a child. He used this power to survive Knives' attack and impressed the killer so much that he was allowed to become his right-hand man.
In the manga, the skull on Legato's left arm opens to reveal a mechanical spindle housing all the micro-wires he uses to control people. In the anime, it serves merely as decoration.
