The governor-general of New Ostia arrives with the Megalo-Mesembrian heavy magic armored troops, claiming they are his bodyguards due to his supposedly weak health. He also brings along a young boy who carries his sword. He threatens to release embarrassing pictures of Yue, other knights, Nodoka, and Fake Asuna. Insulting Negi's mother by calling her the queen of calamity who destroyed her own nation, he aims to provoke Negi into taking him into custody. His ultimate goal is to leverage Negi’s royal blood and power to take over the world, offering to share half of it with him. Seras suspects he is part of the group that framed Negi and claims to know Negi's true enemy. He is later revealed to be Eishun’s apprentice. A war orphan, he joined the group and was considered a genius, unlike Takamichi. Initially, Eishun did not want to teach him, but he learned through imitation until Eishun was impressed enough to formally train him. After the war ended, he left the group, believing their current methods were insufficient to save the world. He offers to remove their bounty, provide 18 ships as personal guards to the surface, tell Negi everything he wants to know, and leave the girls alone if Negi attends the ball.
