A dreamseer named Hinoto, employed by the Japanese government, resides in the basement of the Japanese Diet Building. She is blind, deaf, mute, and crippled, relying on telepathy to communicate. Her dreams have always come true without fail. She foresees the battle between the Dragons of Heaven and Earth and the arrival of Kamui but cannot determine which path he will choose. Regardless of his choice, she predicts that the Dragons of Heaven will lose, though she keeps this information from them. For a period, she is possessed by her dark side, leading to a disastrous battle within Hinoto's consciousness, played out in the dreamscape, causing numerous complications for the Dragon of Heaven.
