Haine Rammsteiner is an albino gunman who underwent genetic manipulation and implantation as a child. He possesses a collar fused into the back of his neck, known as a spine, enabling him to rapidly recover from any injury due to experiments called Kerberos, conducted by Angelika Einstürzen. She is referred to as his "mother" and considers him her favorite among all test subjects. Haine typically displays emotional detachment and has no reservations about killing numerous people. Additionally, he harbors another personality that revels in violence and destruction. Raised within an underground research facility aimed at creating the ultimate human weapon, Haine eventually murdered everyone involved with the Kerberos project during a berserker rage. His act of killing his younger "sister" Lily led to the development of gynophobia—an irrational fear of women—causing mental breakdowns when in close proximity to them. However, he forms a bond with Nill upon discovering she too is a genetic experiment and that physical contact with her is possible. Haine wields two guns: a white Mauser C96 pistol chained to his belt and a black Luger P08 pistol. He often employs the chain for close combat, using it to choke or restrain opponents. In Dogs, the white gun lacks a chain.
The author Shirow Miwa named Haine Rammsteiner after the band Rammstein, which he cites as one of his favorite bands on his personal website.
