A SO news reporter dispatched to Area 88 to investigate rumors of foreign freelance pilots participating in the Asranian civil war, Rocky was particularly captivated by Shin's presence as the sole Japanese pilot fighting for the Asranian military. One of Rocky's photographs, featuring Shin in the background, caught Ryoko's eye in a magazine article about Asran, convincing her that Shin was still alive. In the OVA version, Rocky dies after joining a pilot on patrol and getting shot down. However, in the 2004 TV series, he survives the series and reveals that his sponsor was Satoru Kanzaki, who wanted photographic proof of Shin's death in action to force Ryoko into marriage with him. Later, Rocky helps prevent this marriage. In the Eclipse comic, Rocky survives being shot down but suffers severe injuries. Rocky travels globally, seemingly unattached to Japan, telling the mercenaries that a photographer leaves nothing behind except his camera.
