Eishun Konoe is the father of Konoka and the chief of the Kansai Magic Association. Despite his last name, he is not originally from the Konoe family; he married into his wife's family. Prior to the Kyoto Arc, there was a feud between the Kansai and Kantō Magic Associations because Kansai mages disapproved of Kantō mages using Western-style magic instead of Eastern-style magic. To resolve this conflict, Konoemon Konoe, the head of the Kantō Magic Association, arranged a marriage between Eishun and his daughter. This move helped to ease tensions, although some in Kansai, like Chigusa Amagasaki, still harbored resentment towards Kantō and Western mages.
Despite the general attitude of Kansai mages towards Western magic, Eishun became close friends with Nagi Springfield, a powerful Western mage known as the Thousand Master. Alongside Nagi, Eishun, Takahata, Albireo (Sanders), Gatō, and another comrade-in-arms fought in a magical war involving both Eastern and Western mages twenty years ago. Eishun is not primarily a mage but rather a master of the Shinmei-ryū sword style, and he bears battle scars from that war. Even after Nagi's presumed death in 1993, Eishun has maintained Nagi's holiday house.
Eishun's name is derived from the Chinese martial art style Wing Chun. He also has a smoking habit, which his daughter Konoka disapproves of. Eishun never told Konoka about her magical heritage, wanting her to live a normal life. However, aware that many in the Kansai Magic Association knew about Konoka's immense and potentially dangerous magical potential, he sent her to Mahora Academy under the care of his father-in-law. A few years later, he dispatched Setsuna to guard his daughter. After the events in Kyoto, he requested Evangeline to tutor Konoka in harnessing her powers.
