He is the President of the United States. After a discussion with Near, he grants permission to form the SPK. Mello threatens him with the Death Note, compelling him to provide all available information on the SPK and to keep Mello updated on their activities. He collaborates unsuccessfully with L (Light) in an attempt to infiltrate Mello's hideout. Despite being a strong leader, he is powerless against the influence of the Death Note.
Hoope ultimately commits suicide, believed to be disposed of by Kira following the failure of a special forces' attack. In the anime, however, he does not commit suicide as his character is merged with that of George Sairas, who serves as his vice-president. While he is the U.S. President in the manga, the anime features George Sairas in this role.
