Cliff Gilbert leads the Ex Armis, an ultra-elite unit within Egrigori, whose members possess ESP and other psychic abilities. Cliff wields the most potent psychokinesis among them. As children, both Cliff and Yugo were used as test subjects by Egrigori. Yugo rapidly displayed his powers, but Cliff's remained dormant, resulting in harsher treatment for him. When Cliff's abilities finally emerged, they were so formidable that he earned the moniker "Satan Cliff." Without authorization from Egrigori, Cliff takes the Ex Armis to confront Ryo, aiming to demonstrate that Ex Armis surpasses Jabberwock. Despite their initial conflict, they eventually part on good terms. However, Cliff maintains that Ex Armis has distinct objectives from ARMS, and thus declines any collaboration.
