I think Hinagiku has the best chance so far as well (especialy given what he said a few chapters back to her).

It won't be easy for Hayate to forget about Athena. She is the only person he admitted he had/has feelings for so far. Although if that is his type, Hina is not too far off. ^^
Hmm. But has Hayate ever said anything about how he feels about Hina? As in, feelings of love?
Usually, she has a bunch of those misunderstandings or goes full tsundere which causes her to give Hayate the wrong impression. Then again, I guess we haven't really seen him confirm anything yet. But anyway, I do think she has the better chance out of all the girls since A-tan and Ruka aren't really relevant for the moment. Every other girl, like Izumi( :( ), are probably way below the ladder.
I think Ruka, and POSSIBLY A-tan have chances somewhere down the line though. Who knows if Ruka will even make a return though.
I remember him saying that he regretted not being able to love Ruka at the end of her arc when she disappears(?), or something like that. Gotta check. Maybe I'll refer to the wiki right quick.
Edit: From the wiki: "...As the fireworks carry on, Ruka walks off leaving Hayate all on his own. He takes the piece of paper out of his pocket and sees what Ruka wrote: "Goodbye". He then turns it over and sees something else that she wrote: "I hope you regret not marrying me for the rest of your life!", along with a picture of her smiling. Hayate tells her not to worry and that he already regrets it."

And as for Ruka, he probably regretted that because he longed for a normal relationship and wanted to be loved by someone but couldn't commit because of his debt. And Ruka was also a lovely girl seducing him so...

There's no shame in seducing the guy :P If anything, the girls took it as a lesson to finally go all out, with Hamster's recent attempt at seducing Hayate and all. Sucks that Hina had to ruin her moment though lol
