What I got from the explanation is that there are very thin layers of Heineko and ice between each other, which I'm guessing would prevent the whole thing from melting at once(assuming that the dust could prevent the fire/heat from reaching the inner layers)?

The way I understood it Toshiro creates Ice over Haineko's ashes which has created several layers . So you have a wall with ice, ashes, ice ashes and so on. Then Matsumoto retracts the ashes from the wall and when she does it maybe there is a possibility that Toshiro closes the openings fast enough so that no air can enter the wall. In that case you would have a wall with ice, vacuum, ice, vacuum and so on. It the vacuum parts work like a heat insulation because in air heat spread real bad, but in vacuum even worse.
Of course it is not 100% based on our understanding of physics, but since this is a world with Shinigami, Kido and other crazy stuff I think it's okay to just accept the given explanation.
