I would really like to have source for that.
In the contrary I think that the fake Eva is actually her near her prime.
This ain't a game where all you have to do is beat weakling to level up, like you said she was one of the strongest, without almost no pear, nobody to fight against to get stronger.
She stopped to fight to survive long ago and she probably stopped developing more powerfull magic long ago because there was no need for more, it is only normal that she would get actually weaker than when she had to fight for her life constanly. Especially after being sealed for some years in the school.

I thought that she only gave up trying to master the absorb enemy power technique. Not Magia Ereba completely. The Magia Ereba technique was designed to work for her alone so even if she uses it, it shouldn't turn her into a beast like Negi is now.
Evangeline "grew out of" Magica Ereba, in a sense. She is currently much more powerful than Negi using the technique at full power, as well shown several chapters ago when the fake Evangeline battled him (and Fake Evangeline is but a mere speck of the real Evangeline's power).
Also, the technique absorbs the mind and soul. It is a flawed technique. The side effect for humans seems to be turning into a demon, as well as losing control of the mind and soul.

Have you forgotten? Fake Eva even said it herself. "Only a copy many times weaker than the original". The fake Evas' are no where near as strong as Eva herself. Even here, another example: "That was Eva's degraded copy".
Besides, Evangeline is several hundred years old. She was also an incredible mage before she was even a Vampire. Her being sealed in the school didn't stop her training and scheming, she would have defeated Negi in the early chapters easily if the power hadn't returned to the school whilst she and Negi were pitting their wind spells against each other.
The problem with that is that the fake does not know the current's real one ability so she can't be a proper judge. Like I said if she would have continued training she would have been stronger but she did not, all she do these day is drink tea and watch flower bloom.

Yeah but Dynamis stated that Negi had extended his master technique, when he did not. Which lead to beleive that Magia erebea WASN'T his master technique but an extention of it. Which lead to beleive that Dynamis and Eva might have learned under the same teacher and not that Eva is Dynamis's master.
I believe that when he was stating it was "extended", it means that Negi has been able to perfect movement at the speed of lightning, enter an advanced state of martial arts and then apply both to the Magica Erebea form. His power has also caused him to transform, which may also indicate the the wording of "extend" (he made it more powerful).
