Interestingly, in the 1999 anime it was a character yet to be introduced in the manga
Pokkle who was with Kurapika and Leorio. No idea who made the suggestion there, though.
Kudos to the '99 anime then, I'd prefer that over his [relatively] late introduction. I need to muster the motivation to continue on with the 99 anime, seeing the differences (no matter how minor) between versions of the same series always fascinates me.

He's not an instructor. He was just killing people for the hell of it and "acting as an instructor" simply because, as he said, he was bored. Because Gon and Leorio showed courage he "passed" them as in let them live.
Interestingly, I believe that in the 2011 series Hisoka is the one who is attacked not him attacking for the hell of it. I prefer this version.
Yeah, in the 2011 version Hisoka attacks more out of "self-defense" than boredom & I also much prefer the way the manga dealt with this (that makes two changes Madhouse made that I don't feel are improvements so far). Another change I noticed was the addition of that martial artist. Instead of just Leorio & Kurapika running away (on Kurapika's suggestion), it was the three of them running away (on, that guy's, suggestion). I suppose I prefer the 2011 version for that at least.

So Hisoka is an instructor, I thought he was a bad guy. The test is not easy, the instructor killed several of the participants.
