CEDEF and Hibari. Cause CEDEF is the weakest link and Hibari if he does happen to loose to Mukuro and Verde's secret weapon Tsuna does have two more watches. Hibari would probably swallow his pride and join Tsuna just to have another shot at fighting Mukuro again. Then Tsuna has to find one other person I doubt he would let Chrome fight in the condition she is in and I doubt he could get Lambo to participate.

Say, I've been wondering. Once someone's watch is broken does that mean they can no longer participate? What I mean by this is well... so Tsuna has 2 more watches unused. Could he just give one to Ryohei cause his broke?
